Study the Effect of Free Tariffs on the Amount of Excessive Water Consumption in the South Khorasan Province

Water is the source of life and one of the most important resources in the world. One of the biggest problems of the countries of the world today is the problem of water and its severe shortage. The ever-increasing growth of water demand has caused social and political tensions in countries, which requires approaches for the proper allocation of resources and optimal use of available water for its improvement. Water pricing and setting appropriate tariffs is a powerful tool for demand management and the best approach to improve allocation and encourage conservation of water resources. Since 1400, in the budget law, the provisions of remission, exemption, and discount of tariffs were announced. As a result, some subscribers were exempted from paying for water consumption. In this article, the existing tariffs in the drinking water sector and the consumption pattern related to the statistical population of subscribers in South Khorasan province during the years 1398 to 1401 and for six periods of two months each year were examined. The results of this research show that according to the numbers, free tariffs cannot be an incentive to reduce consumption among certain subscribers, and unfortunately, the existing free tariff plan has not encouraged subscribers to reduce consumption and does not create a culture of saving. Perhaps the existence of other factors besides the free tariff or the replacement of these tariffs is necessary and necessary to reduce consumption.
