Low-carbon behaviors, such as the use of sustainable transportation and reducing energy consumption, play a key role in achieving urban sustainability goals. However, citizens' behavioral insights, which are influenced by a combination of structural, social, and psychological factors, directly affect the adoption of these behaviors. This study, using a critical ethnography method, investigated the impact of urban structure on the formation of behavioral insights in Jolfa neighborhood, Isfahan city. Data were collected through field observation, structured interviews, and document analysis and analyzed with a qualitative approach. The results showed that factors such as rational justification of behavior in terms of cost and time, infrastructure quality, structural challenges, social norms, fashions, and human preferences (such as the desire for small and immediate rewards) influence citizen behavior. These findings provide a practical framework for designing urban policies that help facilitate citizen behavior change and promote environmental sustainability with the aim of reducing carbon emissions.
