on interviews with related managers using open coding, axial coding and selective coding in a paradigmatic model including determining causative conditions, main subject, background conditions, interfering conditions, strategies and results.Based on the results, the Strategic The purpose of this research is designing a model to aggregate entrepreneurial opportunities and competitive advantages in the Ministry of Energy. This research is a qualitative one based Entrepreneurship Model of Ministry of Energy consist of causative conditions containing organizational entrepreneurial capabilities, human resource entrepreneurial capabilities and entrepreneurial opportunities. Background conditions in this model includes organizational structure and processes, organizational culture, budgeting and financing, management and leadership style. Interfering conditions are mainly the external environment conditions.The main subject is entrepreneurial strategic programming. Strategies in the proposed model include right use of opportunities and operational program. Executive and strategic results are the consequences of the model.
