fa چارچوب سیاستگذاری فناوری بر اساس ارزش‌های اخلاقی و اجتماعی: مطالعه موردی فناوری نانو در صنعت برق و انرژی تخصصي Special پژوهشي Research <div style="text-align: justify;"><span dir="RTL" style="letter-spacing:-.2pt;"><span style="font-family:Arial,sans-serif;"><span style="font-size:11.0pt;">تدوین چارچوبی برای سیاستگذاری و تدوین استراتژی فناوری بر اساس ارزش‌های اخلاقی و اجتماعی در صنعت برق و انرژی به سبب نقش اساسی این صنعت در نظام توسعه جوامع صنعتی، از اهمیت ویژه‌ای در تعیین اولویتهای سرمایه‌گذاری، توسعه و بهره‌برداری از فناوری‌ها برخوردار است. نظر به توجه در بکارگیری فناوری نانو در بخش تولید، انتقال و توزیع نیرو در صنعت برق و انرژی با مزیت رقابتی و اثر استراتژیک بالا، هدف اصلی این تحقیق، بررسی عوامل اثرگذار بر نظام سیاستگذاری و استراتژی فناوری نانو در این صنعت، در قالب طراحی و تدوین مدل، مبتنی بر نظام ارزشی اخلاقی و اجتماعی است. در این تحقیق بر اساس نظریه داده بنیاد و مصاحبه با خبرگان و انجام کُدگذاری در سه مرحله باز، محوری و انتخابی، مدل مفهومی تدوین استراتژی و سیاستگذاری، بر مبنای ارزش‌های اخلاقی و اجتماعی در فناوری نانو صنعت برق و انرژی با توجه به عوامل علّی و شرایط زمینه‌ای و مداخله‌گر ارائه شد. در همین راستا سیاست‌گذاران فناوری، با استفاده از مدل‌های این تحقیق می‌توانند، خلاء ارزشی موجود در فرآیند تحقیق و توسعه و یا انتقال فناوری نانو را رصد نمایند. یافتههای تحقیق نشان میدهد، سیاستگذاری و تدوین استراتژی فناوری نانو مبتنی بر نظام ارزشی می‌تواند چارچوبی متمایز برای تشخیص و ارزیابی تقابل و تعامل فناوری نانو و بستر جامعه مدنظر با هدف افزایش رفاه اجتماعی و رشد آگاهی در خصوص پیامدها و کارکردهای اجتماعی بهره‌برداری از این فناوری و اجتناب از مشکلات آن گردد. </span></span></span><br> <span dir="LTR"></span></div> <div style="text-align: justify;">Developing a framework for policy-making and technology strategy based on ethical and social values ​​in the power and energy industry due to the fundamental role of this industry in the development of industrial societies&nbsp;is of particular importance in determining investment priorities, development, and operation of technologies. Considering the attention in the application of nanotechnology in the production, transmission, and distribution of power in the power and energy industry with a competitive advantage and high strategic effect, the main purpose of this study is to investigate the factors affecting the policy-making and strategy of nanotechnology in this industry. The design and development of the model are based on the moral and social value system. In this research, based on the grounded theory of the foundation and interviews with experts and coding in three open, axial, and selective stages, the conceptual model of strategy formulation and policy-making, based on ethical and social values ​​in nanotechnology of power and energy industry according to factors causal and contextual and intervening conditions were presented. In this regard, technology policy-makers, using the models of this research can observe the value gap in the process of research and development or transfer of nanotechnology.
