fa کارآفرینی خط مشی: مطالعه موردی شرکت تولید برق حرارتی تخصصي Special پژوهشي Research <span dir="RTL" style="letter-spacing:-.2pt;"><span style="font-family:Arial,sans-serif;"><span style="font-size:11.0pt;">یکی از الزامات توسعه و پیشرفت جوامع و سازمان ها نوآوری، تغییر و تحول در سیاست ها و خط‌مشی‌ها و استفاده از مدل های خلاقانه در تصمیم گیری ها است. برای تحقق این هدف، سازمان ها باید در پی کشف فرصت ها و شناسایی راه‌حل‌ها و احتمال های جدید بوده و نوآوری را در تصمیم ها به کار گیرند. چگونگی شناسایی این فرصتها و استفاده از آنها همواره دغدغه خط‌مشی‌ گذاران بوده و تلاشهایی در زمینه آن انجام شده، اما مدل جامعی که در کشور ما بتواند در یک سازمان دولتی منجر به تصمیم گیری کارآفرینانه شود تاکنون ارائه نشده است.&nbsp; بنابراین در صدد برآمدیم تا ابعاد، عوامل و عناصر موثر بر کارآفرینی خط‌مشی‌ را در فرایند خط‌مشی گذاری تولید برق حرارتی شناسایی و مدل مناسبی برای کارآفرینی خط‌مشی برای این حوزه ارائه نمائیم. برای تحقق این هدف، پژوهشی بنیادی و مبتنی بر روش ترکیبی اکتشافی انجام شد. بدین منظور در بخش کیفی با 18 نفر از صاحبنظران حوزه تولید برق که از طریق روش نمونه گیری گلوله برفی انتخاب شدند، مصاحبه‌هایی انجام شد. در فرایند مصاحبه 244 کد باز، 84 کد گزینشی و 16 مؤلفه اصلی شناسایی شده و مدل کارآفرینی خط‌مشی‌ در سه بعد زمینه ای، ساختاری و رفتاری ارائه شد. در بخش کمی با استفاده از پرسشنامه و پس از سنجش روایی محتوایی آن، براساس نتایج آزمون تی تک نمونه ای تاثیر مؤلفه‌های شناسایی شده در بخش کیفی بر کارآفرینی خط‌مشی‌ تائید و مؤلفه‌ها براساس آزمون فریدمن رتبه بندی شدند.</span></span></span> One of the requirements for the development of societies and organizations is innovation, change in policies and policies, and the use of creative models in decision making. To achieve this goal, organizations must explore opportunities and identify new solutions and possibilities, and apply innovation in decisions. How to identify these opportunities and use them has always been a concern of policy makers and efforts have been made in this regard, but a comprehensive model in our country that can lead to entrepreneurial decision-making in a government organization has not been presented so far. Therefore, we sought to identify the dimensions, factors and elements affecting the policy entrepreneurship in the thermal power generation production policy making process and to present a suitable model for policy entrepreneurship for this field. To achieve this goal, a fundamental research based on a combined exploratory method was conducted. For this purpose, in the quality section, interviews were conducted with 18 experts in the field of electricity generation who were selected through the snowball sampling method. In the interview process, 244 open codes, 84 selective themes and 16 main themes were identified and the policy entrepreneurship model was presented in three dimensions: contextual, structural and behavioral.
