fa الگوی حکمرانی مشارکتی توسعه انرژی‌های تجدیدپذیر در ایران: رویکرد نهادی تخصصي Special پژوهشي Research <span dir="RTL" style="letter-spacing:-.2pt;"><span style="font-family:arial,sans-serif;"><span style="font-size:11.0pt;">حکمرانی مشارکتی توسعه انرژی‌های تجدیدپذیر، به عنوان مدل جدید خط مشی‌های توسعه در ایران برگزیده شده و تعاملات جدیدی میان نقش‌آفرینان دولتی، خصوصی و مردمی ایجاد کرده است. این پژوهش با&nbsp; استفاده از روش کیفی موردکاوی و پس از 25 مصاحبه نیمه ساختار یافته با سیاست‌گذاران، مدیران سازمان‌ها و شرکت‌ها، انجمن‌ها و سرمایه‌گذاران به ارائه مدل توسعه مشارکتی و با رویکرد نهادی در ایران&nbsp; پرداخته است. الگوی مشارکت احصایی،&nbsp; فرایندی است که با انگیزه</span></span></span><span dir="RTL" style="letter-spacing:-.2pt;"><span style="font-family:times new roman,serif;"><span style="font-size:11.0pt;">‌</span></span></span><span dir="RTL" style="letter-spacing:-.2pt;"><span style="font-family:arial,sans-serif;"><span style="font-size:11.0pt;">های مشارکت آغاز شده و چرخه مشارکت&nbsp; را با تعامل مؤثر به حرکت در می‌آورد. این چرخه&nbsp; با حل تعارضات،&nbsp; اعتماد سازی و ایجاد تعهد در میان نقش‌آفرینان&nbsp; موجب&nbsp; تقویت بیشتر فرایند مشارکت و دستیابی به نتایج مطلوب می‌شود. در این مدل،&nbsp; نقش دوگانه نهادهای شناختی، هنجاری و رسمی به عنوان عامل پیشرفت و یا به طور همزمان، عامل توقف در مسیر توسعه تشریح شده است. دولت با وضع قوانین تشویقی و تضمینی، انگیزه سرمایه‌گذاری در این بخش را ایجاد کرده است. اما برخی از موانع نهادی هنجاری و شناختی، مانند تضاد منافع، عدم تعهد دولتمردان و عدم اعتماد بخش خصوصی موجب عدم پیشرفت توسعه شده است. راهکارهای پیشنهادی، استفاده از ابزارهای تعهد(کمپینها، ائتلافات و انجمن‌ها) مشارکت ارگان‌های دولتی در پرداخت&nbsp; هزینه‌و‌سود اجتماعی، واقعی سازی قیمت حامل‌های انرژی و استفاده از ترکیب خط مشی‌گذاری‌ها در سمت تقاضا همانند سمت عرضه، شناسایی شدند.</span></span></span> The collaborative governance of renewable energy development, as a major solution to pollution, climate change and economic growth, has been selected as a new model for development policies in Iran, and has caused new interactions between public, private, and public actors. This research by using qualitative methodology and after 25 semi-structured interviews with policy makers, managers of organizations and companies, NGOs and investors to present a participatory development model with an institutional approach in Iran. The collaborative governance is a process that has initiated by motivation and moving the engagement cycle through effective interaction. By resolving conflicts, building trust and creating commitment amongst actors, this cycle enhances the collaborative process and achieves the desired outcomes. In this model, the dual role of cognitive, normative and formal institutions as a factor for progress and simultaneously a factor for prohibition of collaboration have investigated. The government by introducing incentive laws has created the incentive to invest in this sector. But some of the normative and cognitive institutional barriers, such as conflict of interests, non-commitment of state officials and private-sector distrust, have led to a lack of progress in development.
