fa ارزش گذاری اقتصادی بهبود راندمان نیروگاهها تخصصي Special پژوهشي Research <p dir="RTL">آلودگی محیط‌زیست از نشانه‌های روشن آثار خارجی منفی است. کارخانه‌ای که محصولی را تولید می‌کند از طریق آلوده کردن هوا، آب و... هزینه‌هایی را برای دیگر اقشار جامعه ایجاد می‌کند که این هزینه‌ها در مکانیسم قیمت‌ها منعکس نمی‌شود. آثار خارجی مالکیت بردار نمی‌باشند، یعنی نمی‌توان منافع یا مضار آثار خارجی را کاملاً به انحصار تولیدکننده آن درآورد بنابراین بازار که در آن مالکیت مبادله می‌شود، نمی‌تواند همه آثار یک فعالیت را نمایان سازد و به شکست بازار منجر می‌گردد. بهینه اجتماعی مستلزم این است که فایده خالص کل جامعه حداکثر شود، یعنی مجموع فایده‌ها و هزینه‌هایی که به دلیل تولید نیروگاه به کل جامعه وارد می‌شود باید حداکثر شود. به عبارتی هزینه‌های خارجی که نیروگاه به جامعه وارد می‌سازد در تحلیل تعیین مقدار تولید باید لحاظ گردد. این نکته که جامعه چه مقدار حاضر است پرداخت نماید که با آثار خارجی منفی مواجه نشود ارزش اقتصادی هوای پاک را نشان می‌دهد. ارزش‌گذاری اقتصادی به دو روش مبتنی بر تقاضا و غیرمبتنی بر تقاضا انجام می‌شود. تقاضا را می‌توان از دو طریق مورد برآورد قرار داد، اولاً از طریق بررسی خواست‌های اعلام شده افراد برای محیط‌زیست پاک، ثانیاً با مطالعه و تحقیق پیرامون میزان خرید افراد از کالاهای بازاری قیمت‌گذاری شده‌ای که برای بهره‌مندی از محیط‌زیست پاک مرتبط با آنها ضروری می‌باشد، می‌توان مقدار تقاضا را معین نمود. در محاسبه ارزش اقتصادی بهبود راندمان نیروگاه‌ها از اطلاعات سال 1393 در زمینه تولید برق در نیروگاه‌های کشور استفاده شده است. نتایج نشان می‌دهد اگر راندمان نیروگاه‌ها به طور متوسط یک در صد افزایش پیدا می‌کرد با توجه به ساختار سوخت در نیروگاه‌ها و هزینه خارجی معادل 294 میلیون دلار از هزینه‌های خارجی اجتناب می‌شد. در این روش‌شناسی 294 میلیون دلار را ارزش اقتصادی افزایش یک در صد راندمان قلمداد می‌کنیم. بدیهی است متناسب با هزینه خارجی آلاینده‌ها و گازهای گلخانه‌ای عدد مذکور متفاوت خواهد بود.</p> <p></p> <p>Generation of electricity releases various types of pollutants, which cause damages to a wide range of receptors such as human health, natural ecosystems, crops, and building materials. When the cost of such damages is not accounted in the price of electricity, they are referred as external costs. The estimation of external cost has important usage in policy making. An external cost, also known as an externality, arises when the social or economic activities of one group of people have an impact on another group, and that impact is not fully accounted, or compensated for, by the first group. Thus, a power station that generates emissions of SO2, causing damage to building materials or human health, imposes an external cost. Because the generator of the electricity when deciding on the level of the activities does not take into account the impact of these activities on the buildings&rsquo; owners or on those who suffer health damage. In this example, the environmental costs are &ldquo;external&rdquo; because, although they are real costs to the members of the society, the owner of the power station is not taking them into account when making decisions. The economic value is a measure of the benefit provided by an action or service to an economic agent. It is generally measured relative to units of currency, and the interpretation is, therefore &quot;what is the maximum amount of money that a specific actor is willing and able to pay for the good or service&quot;? .In this paper, we calculated the economic value of power generation efficiency improvement.
