fa ارزیابی تطبیقی مؤلفه‌های مسئله‌شناسی در سیاست گذاری عمومی با مسئله شناسی تولید در شرکت ملی نفت ایران به روش فازی مثلثی Comparative evaluation of problem analysis components in public policy making with production problem analysis in Iran National Oil Company by fuzzy triangular method. تخصصي Special كاربردي Applicable <div style="text-align: justify;">ضرورت گذار از نظریه های عمومی و رسیدن به نظریه های ساختاری، اهمیت روش ارزیابی تطبیقی را دوچندان کرده است. سیاستگذاران اغلب با سؤالات پیچیده ای در زمینه طراحی و ارزیابی سیاست ها مواجه هستند. آنها باید بتوانند ذینفعان را متقاعد سازند که شناخت مسئله به درستی انجام شده و نتیجه سیاست مورد نظر توقعات آنها را برآورده خواهد کرد. بدین منظور این پژوهش مولفه های مسئله شناسی در سیاستگذاری عمومی را با مرور نظام مند مطالعات و پژوهش های پیشین در قالب 16 گروه شناسایی و براساس داوری پنل 15 نفره از خبرگان بخش دولتی صنعت نفت ایران، دانشگاه ها و بخش خصوصی صنعت نفت و گاز، مؤلفه های احصاء شده را برای شناخت علمی و همه جانبه مسائل مرتبط با سیاستگذاری تولید در شرکت ملی نفت ایران به روش دلفی فازی مثلثی مورد ارزیابی تطبیقی قرار داده و در نهایت چارچوبی فراگیر برای مسئله شناسی تولید در شرکت مذکور ارائه نموده است. این پژوهش در سه مرحله روش دلفی فازی مثلثی 262 مؤلفه مسئله شناسی را در قالب 16 گروه، منطبق بر مسئله شناسی در سیاستگذاری تولید شرکت ملی نفت ایران تشخیص داده است. </div> <div style="text-align: justify;">The necessity of moving from general theories and reaching structural theories has doubled the importance of comparative evaluation method. Policymakers are often faced with complex questions in the field of policy design and evaluation. They should be able to convince the stakeholders that the problem has been identified correctly and the result of the desired policy will meet their expectations. For this purpose, this research identified the problem-solving components in public policy-making with a systematic review of previous studies and researches in the form of 16 groups and based on the judgment of a 15-member panel of experts from the government sector of the Iranian oil industry, universities and the private sector of the oil industry and Gas has subjected the calculated components to a scientific and comprehensive understanding of issues related to production policy in the National Iranian Oil Company using the triangular fuzzy Delphi method, in order to finally provide a comprehensive framework for production issues in the said company.
