fa مدلسازی و مقایسه سیاستهای حمایتی از صنایع پایین دستی نفت و گاز، نمونه موردی پتروپالایشگاه تخصصي Special پژوهشي Research <div style="text-align: justify;"><span style="line-height:2;"><span style="font-size:14px;"><span style="font-family:IRANsans;"><span dir="RTL" lang="AR-SA">یکی از مدل‌های توسعه صنایع پایین‌دستی نفت و گاز، ادغام واحدهای پتروشیمی و پالایشگاهی و یا احداث پتروپالایشگاه</span>‌<span dir="RTL" lang="AR-SA">ها است. این پژوهش با ارزیابی مالی احداث یک واحد پتروپالایشگاه دارای واحد آروماتیک به مدلسازی سیاست‌های حمایتی مختلف و مقایسه این سیاست ها پرداخته است. بر این اساس دو نوع سیاست حمایتی مبتنی بر مالیات و تخفیف خوراک ارائه شده و سپس اثر اعمال هر کدام از این سیاست‌ها بر بازدهی پروژه بررسی شده است. نتایج نشان از اثر قابل توجه هر کدام از این سیاست‌ها دارد ولی اثر سیاست‌های تخفیف خوراک نسبت به سیاست تخفیف مالیاتی بیشتر است. بررسی سیاست‌های حمایتی مبتنی بر مالیات نشان می‌دهد حساسیت نرخ بازده داخلی نسبت به افزایش سال‌های تنفس مالیاتی پایین ولی نسبت به نرخ مالیات بالا می‌باشد. اثر سیاست حمایتی تخفیف خوراک نیز به دو شیوه اعمال تخفیف به نسبتی از خوراک و اعطای تسهیلات به یک میزان ثابت مثلاً به میزان سرمایه‌گذاری ارزش‌گذاری شده بررسی شده که نتایج نشان می‌دهد هر دو روش اثر قابل توجهی بر بازدهی نرخ بازده داخلی دارد، ولی باید این نکته را در نظر گرفت که پرداخت تسهیلات به میزان ثابت وابستگی بالایی به&nbsp; نرخ خوراک خواهد داشت و با نوسانات قیمت نفت به راحتی تحت تأثیر قرار می‌گیرد.</span>&nbsp;</span></span></span></div> <div style="text-align: justify;"><span style="font-size:14px;"><span style="font-family:Times New Roman;"><span style="line-height:110%"><span new="" roman="" times=""><span style="letter-spacing:-0.2pt"><span style="line-height:110%">One of the models for the development of downstream oil and gas industries is the integration of petrochemical and refinery. This study at first present a financial valuation of&nbsp; construction a Integrated Petrochemicals Complex unit with an aromatic unit then investigate&nbsp; the effect of protection policies on the financial indexs. The results show the significant effect of protection policies based on tax and feedstocks reduction but the effect of feedstocks reduction policies is more than another one.A review of tax-based policies shows that the sensitivity of the internal rate of return to increasing tax holiday is low but to tax rates is high. The effect of feedstocks support policy has been studied in two ways: payment facilities at a percent of feedstocks and payment at a fixed amount, such as the amount of total expenditure cost. The results show that both methods have a significant effect on intenral rate of return.
