fa سیاست گذاری و مدیریت فرابخشی حل معضل پدیده فرونشست در ایران تخصصي Special كاربردي Applicable <div style="text-align: justify;"><span style="line-height:2;"><span style="font-size:14px;"><span style="font-family:IRANsans;"><span dir="RTL" lang="AR-SA">برداشت بی رویه</span> <span dir="RTL" lang="AR-SA">از</span> <span dir="RTL" lang="AR-SA">آبهای</span> <span dir="RTL" lang="AR-SA">زیرزمینی</span> <span dir="RTL" lang="AR-SA">در کشور</span> <span dir="RTL" lang="AR-SA">به</span> <span dir="RTL" lang="AR-SA">منظور</span> <span dir="RTL" lang="AR-SA">جبران</span> <span dir="RTL" lang="AR-SA">کسری</span> <span dir="RTL" lang="AR-SA">آب</span> <span dir="RTL" lang="AR-SA">شرب،</span> <span dir="RTL" lang="AR-SA">کشاورزی و</span> <span dir="RTL" lang="AR-SA">صنعت،</span> <span dir="RTL" lang="AR-SA">باعث شکل</span><span lang="EN-GB">&shy;</span><span dir="RTL" lang="AR-SA">گیری و</span> <span dir="RTL" lang="AR-SA">تشدید</span> <span dir="RTL" lang="AR-SA">پدیده</span> <span dir="RTL" lang="AR-SA">فرونشست بویژه در سالهای اخیر</span> <span dir="RTL" lang="AR-SA">شده</span> <span dir="RTL" lang="AR-SA">است. گسترش این پدیده و هجوم آن به شریان</span><span lang="EN-GB">&shy;</span><span dir="RTL" lang="AR-SA">ها و زیرساختهای شهری و بین شهری باعث شده مطالعات و اقداماتی در سطوح مختلف مراکز علمی و دستگاه</span><span lang="EN-GB">&shy;</span><span dir="RTL" lang="AR-SA">های اجرایی در سالهای اخیر صورت پذیرد. با این وجود، این پدیده از جنبه&shy;های مختلف از جمله تدقیق اندازه</span><span lang="EN-GB">&shy;</span><span dir="RTL" lang="AR-SA">گیری نرخ فرونشست، تصویب و اجرای قوانین کارآمد جهت کاهش نرخ فرونشست و نهایتا</span><span dir="RTL" lang="AR-SA">ً</span><span dir="RTL" lang="AR-SA"> ارائه دستورالعمل&shy;های طراحی و راهکارهای اجرایی بهسازی، نیازمند مطالعات جامع&shy;، فرادستگاهی و ملی </span><span dir="RTL" lang="AR-SA">خواهد بود. از جمله معضلات اصلی در برخورد با این پدیده انجام اقدامات جزیره&shy;ای و &nbsp;مستقل در کلیه سطوح بوده بطوریکه این امر باعث شده اندک اقدامات انجام شده نیز تاکنون نتیجه قابل قبولی در کشور بدنبال نداشته باشد. لذا در این مقاله در کنار پرداختن به علل پیدایش و وضعیت پدیده فرونشست در کشور تلاش شده با بررسی قوانین موجود، در خصوص سیاست گذاری و وظایف دستگاه&shy;های مختلف در برخورد با این پدیده و مدیریت آن در قالب اقدام فرادستگاهی و ملی پرداخته شود.</span></span></span></span></div> <div style="text-align: justify;">Indiscriminate extraction of underground water in the country in order to compensate for the deficit of drinking water, agriculture and industry has caused the formation and intensification of the phenomenon of subsidence, especially in recent years. With the spread of this phenomenon and its invasion of urban and intercity spaces and infrastructures, in recent years, studies and measures have been formed at different levels of scientific centers and executive bodies, however, this phenomenon has different aspects, including the accuracy of rate measurement. Subsidence, passing and implementing effective laws to reduce the rate, providing design guidelines and implementation solutions for all types of structures subject to subsidence require more comprehensive, multi-institutional and national studies. One of the main problems in dealing with this phenomenon is the implementation of isolated and independent actions at all levels, so that these actions have not achieved acceptable results in the country.
