Legislative policy is an important element in the privatization programe of electricity distribution companies. After privatization, distribution companies are ruled by special regulations, within the framework of the laws governing the private sector, secured provision of ensure public services in the electric power distribution is necessary. According to the Law of Implementation of the General Policies of Article 44 of the Constitution, all economic activities are divided into three categories, with a major role for the private sector. Distribution companies, due to their special nature and tasks and missions, besides general rules governing the private sector, require a special framework of Legislative policy including bankruptcy and liquidation, action on unexpected events, supportive tariff structures for needy families.
